In short, yes they do. It’s not to say that privately managed properties only attract a poor pool of tenants to choose from. But without a doubt, bad tenants can and do target privately managed properties.
The key reasons for this are:
Little to zero screening of the Tenancy Application including no credit checks. A Tenant with a bad credit history is never going to waste their time applying through a Property Management company as they know they will instantly fail to meet the Tenanting criteria once the credit check is run.
